Summary

common bump to 5df42e2 (saturnclientmc/common#4): the title-screen panorama faces are downscaled from 4096² to 2048², so each mod jar drops from 121.7 MB to ~45 MB.
Uploads use the public URL again. GITEA_API goes back to ${{ github.server_url }}/api/v1, because http://gitea:3000 can't be resolved from act_runner's job containers, which run on their own Docker network (curl: (6) Could not resolve host: gitea). At ~45 MB, the jars are under the Cloudflare tunnel's 100 MB request limit.
Size guard: before uploading, the job fails with a readable error if any jar is 100 MB or more, instead of a bare 413.
Kept from #13: the release lookup by tag, and the workflow_dispatch manual trigger.

Testing

:mc-1.21.11:remapJar with the new common builds a 45.3 MB jar.
The workflow YAML parses.
Next: recreating the 0.1.1-beta release from this merge will be the end-to-end test.

gitea:3000 isn't resolvable from act_runner's job containers, which run
on their own Docker network. With the panorama downscaled in common the
jars are ~45 MB, under the Cloudflare tunnel's 100 MB request limit, so
upload through github.server_url again. Fail with a readable error
before uploading if any jar is 100 MB or more.
